What is an Independent Protection Layer (IPL)?

Not every safeguard present at a facility qualifies as an IPL for LOPA purposes; a safeguard must meet specific criteria — effectiveness against the specific scenario, independence from the initiating event and other credited layers, auditability, and a defined, documented reliability — before it can be assigned risk reduction credit.

Independence is the criterion most often violated in practice: a Basic Process Control System governing the very parameter whose deviation is being analysed cannot be credited as independent for that scenario, since a fault in that same system could be what caused the deviation in the first place.

A qualifying IPL must also be auditable, meaning its performance can be verified through inspection, testing, or maintenance records — a safeguard that exists but cannot be verified to function reliably does not provide the documented risk reduction LOPA requires for credit.
