What is ERDMP? Emergency Response and Disaster Management Plan Explained

In short: ERDMP (Emergency Response and Disaster Management Plan) is a statutory document required under India's MSIHC Rules, 1989 for Major Accident Hazard units, covering on-site and off-site emergency response arrangements.

ERDMP is required under the Manufacture, Storage and Import of Hazardous Chemicals (MSIHC) Rules, 1989, for facilities notified as Major Accident Hazard (MAH) units based on hazardous chemical inventory thresholds.

The plan has two components: the on-site emergency plan, prepared and maintained by the facility occupier covering response within the site boundary, and the off-site emergency plan, prepared by the District Disaster Management Authority using the occupier's hazard data and on-site plan as a foundation.

A credible ERDMP requires hazard scenario inputs from HAZID, HAZOP and QRA studies, a defined on-site emergency organisation with clear roles, mutual aid arrangements with neighbouring facilities, and a structured mock drill program to validate the plan in practice.

Regulatory inspections and consent-to-operate renewals routinely review ERDMP currency and mock drill records as evidence of a facility's operational emergency preparedness.
